Google+ Communities on lock down

Well; I’m a user of Google and use all its features. Very simple to use. One thing that I like is the ability to create a community and join one. Right now I am trying to open up a few communities with ease but it stops me from opening once I create it with one option. See; Google decided to make the option of privacy an issue. Google users lack the option to choose a public or private setting and be able to switch it back and forth. Once you choose an option, you cannot change it unless you delete the community. Now that is a drawback for everyone. Why would Google block the option to turn on and off the private, public settings? Google really needs to open this option for its users. We need more control over our communities.
